Who pays for the use of police vehicles when they are used by a Tacoma Police officer while they are providing private security?

“Thank you for your comments last night at council. Your concern had been passed on to staff and I had thought we had addressed the issue. I apologize that I misunderstood the status of the response to your request/complaint. As you now know, TPD officers work contracted off-duty assignments at a variety of locations. Some of those are private businesses including stores and restaurants or community events where they are paid by the event or organization to be there. They also work for other governmental agencies like Pierce Transit to provide security at various transit locations. All of these instances are in addition to the work they do as officers paid by the City of Tacoma and sometimes these duties are requirements placed by the City for events, construction projects, or certain problem spots (other times they are requested by the business to address an issue they may have such as shoplifting).” —- Joe Lonergan Email 12 August 2015

Obviously I need to rephrase the question.
Under the Washington Public Records Act, §42.56 et seq., I am requesting the following public records.
I would like any documents on procedures or policies, studies and documentation related to off-duty assignments and pay as well as the payment for use of any issued or authorized equipment vehicles and any other equipment but not limited to guns, bulletproof vests, underpants and uniforms Including emails.
In addition, I would like any documents on procedures or policies, studies and documentation related to the use of the previously mentioned issued or authorized but not limited to vehicles, guns, bulletproof vests, underpants and uniforms when an officer is off duty and not on an off-duty assignment. Including emails.
In addition, I would like any documents on procedures or policies, studies and documentation related to the use of the previously mentioned authorized or issued but not limited to vehicles, guns, uniforms, bulletproof vest, underpants and uniforms when an officer is in transit between their homes and the start and end of their workday. Including emails.
A list of any private business who have or currently used police officers and police equipment for private security, additionally any contracts, documents, directives, policies, procedures, and emails or written correspondence related to these services for the past 5 years.
If there are any fees for searching or copying these records, please inform me if the cost will exceed $100. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of Tacoma Policing Procedures This information is not being sought for commercial purposes.
The Washington Public Records Act requires a response to this request be made within five business days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies of the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
